What happens when you retrain your skills on Pirates of the Caribbean online?

i think it makes all of your stuff lvl 1 again and you can reuse all of the skill points on the same or different skills. to retrain your skills you go to tortuga or someother place and go into the gun or sword shop and there is a blacksmith and a traning person go to the training person and he will say for 250 gold pieces he will retrain all of your skills.....
