Why? because water is a good conductor for electricity(a conductor is an object or type of material that allows the flow of charge, mostly metal stuff are good conductors)
And that allows the electricity to enter your body when touched.
Because both dry and wet skin are conductors of electricity, eith way one can still sustain an electric shock. However, if one;s hands are wet or damp, the skin conducts electricity much easier, hence larger electric currents can flow through the body.
