North Korea was said to have done one earlier this year or late last year (2017-2018).
The last time they were used in the act of war? Hiroshima and Nagasaki. But countries still test out their nuclear arms at certain bases. I recall hearing news of North Korea testing out their nukes: North Korea was a Party to the Nuclear Non-Proliferation Treaty, but announced a withdrawal on January 10, 2003, after the United States accused it of having a secret uranium enrichment program and cut off energy assistance under the 1994 Agreed Framework. The last time they tested out their nukes was in 2006.
The UN became a war combatant itself after North Korea invaded South Korea on 25 June 1950 (see Korean War). The UN Security Council condemned the North Korean action by a 9-0 resolution (with the Soviet Union absent) and called upon its member nations to come to the aid of South Korea. The United States and 15 other nations formed a "UN force" to pursue this action. In a press conference on 29 June 1950, U.S. President Harry S. Truman characterized these hostilities as not being a "war" but a "police action". So no, the US never officially declared war on North Korea. Infact the United States has not officially been to war since World War II, which is the last time Congress declared war.

HUH? Last time Korea was isolated was right after the Opium Wars in China. They didn't want the same thing to happen in Korea. South Korea never had a policy of isolation. If you're talking about North Korea, If life sucks as bad as it does in North Korea, would you like your people to know that people outside of North Korea actually have 3 meals a day? North Korea is so successful in isolation, people in North Korea think they are better off than the people in South Korea.
