Because it's so cold outside the equator that it freezes the skin so it turns white but when it gets unfrozen it turns black again.
One reason giraffes must live in a relitavely warm climate, is because their coats are much too thin for cold weather. Also, like polar bears (whose skin is black) a giraffes skin has no pigments and is white. Their thin spotted coat can protect them from burning, but not from cold.
To fix the blotchy red and white hands that are usually covered in dead skin wash your skin with the exfoliating acids.
