If Arbok is female and Dragonair male, it will be an Ekans egg. If Dragonair is female and Arbok is male, it will be a Dratini. The baby depends on the gender of the Pokemon. In other words, the Pokemon that will hatch from the egg will be from the same evolutionary line as the mother (the lowest evolution, to be exact).
there is not an arbok egg in that game and why would there be an arbok egg it is the evolved form of ekans so ekans would be in the egg and besides arbok and ekans arent part of the hoenn dex.
I believe its the female Pokemon's preevolved form if your breeding something with ditto it will be the other Pokemon not ditto.
