A can of gas at twice the pressure of another identical can will have twice as much gas in it.

A bottle of water at twice the pressure as another identical bottle of water will have a tiny extra amount of water in it.

So, the main difference is that gasses can be compressed, (made to take up less space) and liquids/solids cant.
