Depends if your basement has anyway to vent air as if you don't you don't want gas operated ones as you might get carbon monoxide poisoning. You can also try electric but that can get pricy if you over use it
You can place any type of gas or electric water heater in a basement. I have seen many of both.
Usually not.
what would be needed to drain a washing machine up from a basement? We have power and water, as the water heater is in the basement, but the drains are about five feet up.
For your average urban residential basement, there are many heaters to choose from. Reznor heaters are most common. One can find a good Reznor heater by going directly through the manufacturer.
I am by no means an expert, but I would imagine it would be OK. Just make sure they have a place to get off the cold floor if they want to. Yea, why not, you could have beforehand too. the only problem is that if your house is too old then you could have a problem in your basement that causes cancer. A halogen heater emits infared radiation which is worse for you if you hang out in a basement, I know people that have died from that. But if it's not a halogen heater then absolutely!
I would advise a light color to reflect any ambient light throughout the basement.A dark color absorbs light, which would make the basement much darker.
