All things with mass (everything we know that exists) have an attraction to everything else. the bigger (more mass), the stronger your attraction is. the moon isn't as big as the Earth, so when you hop on the moon, instead of falling back to the ground really quickly, you instead jump much high and fall much slower. The moon rover doesn't hop, so it just stays on the moon. even if it did, it'll just fall back to the moon.
