There is no one breed that will fit this bill. You can find relatively cheap horses in just about any breed, and many of them have decent jumping ability. If you are looking for a specific breed, like one of the German Warmblood/ sporthorse breeds, then you'll have to either save up to spend on a good quality horse or buy a young horse and have it put into training. You can find good Thoroughbreds for relatively cheap through rescues for nominal fees, and many of them have been re-started, and are being worked over low to medium style jumps. If you will be competing on a breed circuit, then you'll have to figure out what a 'good jumper' costs in that breed.

When a sire from one breed is bred with a dam from another breed?

You get a crossbreed foal. For instance, if you bred an American Walking Horse and a Mustang and you got a colt, it would be an American Walking Horse X Mustang colt. This is said as, "American Walking Horse Mustang cross". At least I think so.

What is the largest draft horse breed?

That all depends on the breed and the individual horse. A Clydesdale's or Percheron's hoof, for example, may measure about the size of a dinner plate, which is at least 10 inches in diameter. By comparison, the hoof of a Thoroughbred or Quarter horse may only be around 4 to 5 inches in diameter; a pony's hoof a bit smaller, again, depending on the breed.
