No there not all fish sleep but most of them dont have eyelds therefor cannot close there eyes
Snakes sleep with their eyes open because they dont have any eyelids. Their eyes are covered by a clear scale called a spectacle. You can see this when your snake sheds its skin. Not all turtles sleep with their eyes closed. My yellow slider sleeps with its eyes closed but my Map turtle sleeps with them open so it depends on the turtle.
