The question is irrelevant. The PPACA is budgeted, and is scored by both the CBO (Congressional Budget Office) and the GAO (General Accounting Office). The costs of the PPACA to the federal government are part of the general budget.

Of course, with a program of the complexity and size of the PPACA, the future outcomes and costs are unknown, and can only be estimated. Which, again, the CBO and GAO both have done, and are included in all future formal budget projections.
