It does not require her consent to press charges. In fact her consent is not an issue at all. Sex with a minor is illegal in all cases in the US. It does not matter the age of the boy at all. Let me say it a different way: if any male, regardless of age, has sexual contact with an underage girl (below the age of eighteen), and any sort of report of such is made, he is highly likely to be charged, arrested, tried, convicted, and sentenced to not less than two years of incarceration and a lifetime of registration. Even if the girl or her family does not press the charge, the state will.
