No problem (for the baby, that is!). If the father is taking heroin and then contributes sperm to conceive a child, there will be absolutely NO effect on the fetus. While heroin use may be bad for mental/physical/emotional health and long- term stability of the father, the worst it will do will be to negatively affect his sex drive. But if he IS able to get it up, the sperm that eventually results will be exactly the same in every way as if he had not used heroin. Hope this helps.
The jury is still out on that. At present there is no reason to believe that drinking by the father at the time of conception poses a threat to the fetus. However, drinking problems tend to be inherited, and there may well be problems later in life.

I honestly don't think that would matter. That would not make a difference, but if it was the mother smoking during the pregnancy it would certainly affect the baby. Not during conception though. The father only shares the sperm, not blood. There's no way it would affect the baby.
