Well there are not many people living in the north pole but the one's who are then they useally come prepared with matches or another heat generating appliances. They would use the ice or water, met it is in an pan, leave to cool (not into ice again) and then drink it. I hope I helped at all x

Never heard this, but I'd guess that it is due to the rate of reaction being so slow at such a low temperature that the activation energy of the reaction is not met.
