No, There is no base in heart gold as far as ive seen. ive gotten all 16 badges and i havent found one.

in soulsilver you get rock climb after getting all 16 badges (there is 2 regions johto and kanto that you get 8 badges from each region the 16th one being the hardest). professer Oak will call you on your pokegear after beating and leaving the 16th saying he has something for you in at his lab in Pallet town (that something being rock climb). this HM is needed to climb Mt. Silver that is since Professer Oak makes an arrangement for that to happen and to allow you to pass through the Pokemon league victory road gate person.

Well... That is the way to Route 224. The real exit is beyond that and it is unblocked. P.S. To challenge the Elite Four, you need all the gym badges.

You can't find them in the wild. You have to evolve pineco. If you havent got a pineco, then go to pewter city and headbutt trees. Pineco should fall out at around level 5, which is bad news cos they evolve at around level 30
