ADDED: Persons who either shoot at, wound, or kill law enforcement officers tend not to fair too well. The overwhelming majority of cop shootings are solved and, [on a realistic note] unless their surrender is quite public, sometimes they do not survive their apprehension and arrest.

It is possible you can hit a cop if you are mentally challenged or gone completely violent.
Added: There is no JUSTIFICATION for the striking of law enforcement officer engaged in carrying out their duties. Mental illness, or "temoporary insanity" (if you can prove it in court) are reasons or excuses made after-the-fact, but they are not justifications.
ALSO: To be quite candid about - whatever excuse you use for striking an officer, it will not save you from the probable a**-whipping you are going to receive from him/her, or their assisting officers, while they 'subdue' and restrain you when taking you into custody.

Added: If it were intentional - it is usually treated as a felony crime.
A law enforcement officer undergoing an intentional assault may defend themselves with up to, and including, deadly force.

∙ 7y agoMost jurisdictions make "assaulting a police officer" a specific crime. You can expect to be arrested and charged with that. More immediately, depending on how much of a threat the police officer thinks you are, you could potentially be shot or at least tasered.
