Suppressing development of adult characteristics would be a very difficult and dangerous prospect for several reasons. People who are stunted, or whose development is arrested, not only run the risk for several endocrine system related cancers, but also fail to develop important characteristics. Growth plates on the bones close in the later stages of puberty, signaling a halt of growth. If these plates do not close, they can continue to grow abnormally. Children also develop several important brain functions and reasoning skills during adolescence which include the ability to reason through cause and effect. Stunted or arrested developers may not, in effect, grow up. Puberty and the development of adult characteristics are controlled by an amazing and delicate dance of hormones as choreographed by the pituitary gland. Abnormalities in growth most frequently start there. Because the pituitary, acting as the "master gland", does so much in the body, it isn't something that could be inactivated without having devastating effects throughout. The desire to be forever young and androgynous is powerful and seductive. How wonderful it must seem to be forever childlike, smooth skinned and unburdened by the pressures of adult life. The concept of the "eternal boy" (puer aeternus) has existed since the time of Greek Mythology, and has been expressed in stories like "Peter Pan". The wish to remain ever youthful is often at the heart of adolescent fascination with vampire mythology. In truth however, it never plays out like the fantasy. Even people who have arrested development as a result of a medical issue, still grow old, still get grey hair, and still get wrinkles.
I don't believe it is possible to be 'gay' before puberty. It is the onset of hormones that typically drive one to figure out their sexual orientation. Some people may feel they are in the wrong body from an early age, but that is driven by puberty.
