I liked to use Loreal Quick Blue when I was a bleach blonde and just get a good 20 or 30 Vol. Developer from Sally's. Yes, it IS possible for a dark haired person to have highlights. I specialize in this and I always use bleach, and depending on how dark the hair is and how blonde the client wants her hair, I either use a 20 vol or 30 vol developer. I also use professional bleach, but you can find some decent bleach at Sally Beauty.
