He is having his cake and eating it too. You need to stop sleeping with him and if he really cares for you he will come back to you, hopefully without the girlfriend in the other arm. If he doesn't come back you will be able to move on with your life much easier and find someone who wants to be with you only. Things will never change between the two of you if you allow him to continue what he is doing and you will be stuck in a perpetual hell over it.
