if your budgie keeps leaving her chicks its probably because she is to young to breed. most breeders wait until their budgie is about one year old before they breed them.

Your budgie is trying to exercise. He cannot fly properly, but if he grips the cage and flaps his wings, he is getting some of the exercise he craves. Just because the bird seems to want to fly, do not allow it to. A budgie on the loose in a house is a recipe for disaster for the bird.

Because it keeps her chicks portected and also keeps them warm. Without warmth they would die because they are young and don't have ready enough feathers. Without protection, it might not know where to go and a predator might chase and they have no one to defend them.
I think this budgie loves his toys too much. Birds usually only throw up food from their crop to feed either their mates or their chicks. Or he may be sick. It sounds as if your budgie thinks it's toys are it's mate, so I think the best thing to do would be to remove them. If your budgie continues this behavior, you might want to take him to the vet's to get him/her checked out.
A female single bird like hen can lay eggs with special feed or otherwise but you can not get chicks out of them and number of eggs would be less
