The floater inside your pump is sticking. You will have to replace your fuel pump in order to fix this problem.
You should be able to have access to the gauge from under the car and in the front of the tank. It would be good to have a new rubber seal on hand. Check the wiring first, sounds like the gauge is grounding out. Do this on an empty tank of course.

the fuse my be blown or ,it needs anew gauge
try unpluging the sensor in the overflo bottle. it could be dirty, or no good
the sending unit may be stuck
either the fuel gauge needs replacing or the fuel gauge sending unit in the fuel tank is stuck
