In the event of Paras not evolving into Parasect at Level 24 then its evolution was blocked either from holding an Everstone item which blocks a Pokémon's level evolution or you would have pressed the B button which would have stopped its evoluton as well, Paras will evolve the next time it levels up as long as there's no B button pressing during its attempt to evolve and as long as it isn't holding an Everstone item.
