In practice some diseases are much more worth spending time and money on than others, for example there are many thousands of cold viruses known but it would be impracticle to vaccinate everyone against all of them! Where as some diseases which are known to lead to deaths or disablements are more "worth" the money in designing and testing the vaccine.
