What do implied powers do?

Implied powers allow the congress to have more powers because they were hinted in the consitution. Such as when they are allowed to make banks because of the power they have to manage money. It is implied that they can have a national bank.

Are implied and enumerated powers the same?

No. Enumerated powers are those that are expressly written out in the Constituton, i.e. the president may a bill passed by Congress. Implied are those that seemingly must be granted to carry out duties. For instance it was never expressly said that Congress will make a bank, Treasury, but it does say that it can levy and collect taxes. So it seems that the creation of a bank is necessary and an implied power of congress. Enumerated powers also can't be argued in their existence, only to their extent. Implied are much more fluid

What are the implied powers of the president?

Implied Powers of the President are powers that are not listed in the Constitution but have been used by presidents as conditions change. During times of emergency, the President often does things that would not be acceptable during peaceful times. President Lincoln, for example, raised an army, spent money, blockaded southern ports, and suspended the writ of habeas corpus, and issued the Emancipation Proclamation without the approval of Congress. Since the President is the only person elected by the whole nation, the President can use his office to influence events and use his ceremonial duties to express his wishes and goals. He can use the media to get his message to the public or to criticize Congress or to try and convince congress to take a particular action. He can also use his office to influence the activity of the other two branches by his popularity with the public. Even a threat of a veto or the suggested appointment of a certain individual could make the other branches take notice of the implied suggestions from the executive office.

What document lists the expressed and implied powers that are given to Congress?

It would be impossible to list "implied powers," as they're flexible and designed to fit circumstances as they arise. Implied Powers are those not enumerated by the Constitution (but not prohibited by it, either), but necessary to carry out government functions and responsibilities that arespecifically mentioned.
