At the time of the 1796 election, Washington would have been able to run for a third term, but he did not. This set a precedent which was an unwritten and unspoken agreement between the presidents to not hold office for more than two terms. However after the third term of Franklin Delano Roosevelt (the only president to not abide to this) the 22nd Amendment was created in 1951 which stated that no president is allowed to hold office for more than two terms.
