If the IP address is the one that is issued by the provider, then if you change it you cannot access internet. Only computers that have automatic IP address assigning option can change the configuration. In many countries it is illegal to change the configuration.

To configure a GRE tunnel, create a tunnel interface by issuing the interface tunnel command from the global configuration mode. To configure the tunnel source and destination, issue the tunnel source {ip-address | interface-type} andtunnel destination {host-name | ip-address} commands under the interface configuration mode for the tunnel.

There are two ways to configure Ip address . One method is to do this manually .And other is to do this using dynamic host configuration protocol.

Disabling remote configuration just means the router will not be available to be configured from any outside (external) IP address in most cases. It will accept log in information only from a Local IP. In most cases a class C block, such as 192.168.1.1 or 192.168.0.1. As always check your manual for the router for the default assigned IP Address and the logins for the admin account. Hope this helps!
Usually modems do not require any configuration. But your router has to configures to get external IP from a DHCP server or whatever your internet provider is using.
