Could be a miner bee, probably is, if you find lots of little holes, each one with its own tiny spoil heap around it. They're solitary bees, each one laying her own eggs and looking after them.
I don't know, have seen two at my home since we moved dirt around in the back yard. Their legs look like those of what we call stink bugs.

The insect described sounds like a baldfaced hornet. They make a paper hive and have black and white markings.
