You could make origami shapes with it, and hang them up with string or ribbon. Or make paper snowflakes and hang those up. You could also make a garland by taking strips of wrapping paper and make them into interlocking circles.

Cut the bottom off and use it as a bed for a rock pet decorate it and use it to hold silverware or writing materials decorate it and attach string to the top to make a stupid looking hat tear or cut the cup into many pieces and attach them to a string, then attach that to a clothes hanger to make a mobile(you can paint or decorate the bits too.) oops i thought you said PAPER cup oh well, you can make these with a paper cup sorry!
