You can't. If you have been blocked from someones profile create a new account. View their account when you are logged into the new account. If their profile is on public you will now be able to view it

Point of View means which character is speaking or thinking. You write an account by writing what that character would have seen/heard/felt during the story.
You cant without having access to another account that is added. ie, if you have a friend who has added that person, you could use their account to look at their profile.
