Federal Law trumps state law so in short the answer is yes. To deny entrance to an assistance animal (not just guide dog) is a violation of the Americans with Disabilities act and as such a civil rights violation.

Why can't cats and dogs be friends?

NO. Cats and dogsare not natural enemys. However, some do not always get along. If you happen to buy a dog and you also have a cat, letting them meet face to face is not the best idea. When a dog and cat meet, you should put the dog on a leash and let the cat stay inside. Now just let them face each other through a glass door so they can get used to looking at each other.

What do blackpanther eat?

Medium-sized mammals makeup most of their diet in the wild. Deer, warthogs, monkeys, antelopes, Gazelles, wild goats, etc. - all can be their meal. They also eat birds, reptiles, hyraxes, baboons, frogs, fish, rabbits, rats, etc. They supplement their meaty diet with grass, eggs, and fruit occasionally.Black panthers are able to adapt well to new environmentor various circumstances. When necessary, they replace one kind of prey with another. In the case of a shortage of wild animals because of climate or naturalreasons, they may take livestock or pets from a nearby farm or village. Dogsare often targets of black panthers because they tend to wander alone and are easy to catch for this big cat. Black panthers take goats, sheep or pigs as well.In the case of extreme foodshortage, a Black Panther may feed on human flesh. A wounded or illblack panther may also become a man eater because human beings are not strong enough to protect themselves unless man-made weapons are handy. This sounds scary but, man-eating black panthers are extremely rare. More often, they become the victims of people instead. As a matter of fact, normally healthy black panthers try to avoid people as much as possible. In general, black panthers have no problems getting their food because they are skillful hunters.

If man is good why would he do anything evil?

People are created knowing the difference between right and wrong. If criminals didn't think they were doing anything wrong they wouldn't hide from the police, right?During the process of living our lives we are presented with a myriad of situations where behaviors are modeled for us. How should we respond when tempted to do something wrong? How should we respond when we get angry? Etc. etc., so in a very large part our parents, immediate family, and close circle of friends teach us.A legacy is passed on this way from generation to generation. If my parents always beat me for every little thing, and never showed me love and encouragement, I would probably see that as acceptable behavior and therefore be less likely to exerciseself control when angry, and less likely to feel deep love for another person. If evil has been modeled for me as acceptable behavior while still in my developmental years, then evil is what will be normal for me to express.God's perfect love is the definition of good; He created us with a will of our own so that we can choose to love Him back. He has given us the opportunity to know Him and draw close to Him. Once aware of His great love for us, we respond with obedience to Him out of our love for Him. If we choose not to take this opportunity, we have opened ourselves up to evil.People are taught what is correct and what is wrong as they grow and experience it. In the above case, a criminal would probably know what he did is wrong, but may simply hide because someone is chasing him (the natural instinct of a prey animal) without knowing why it is so, if he was never taught that his actions were "bad" or "evil". Likewise, , and the one that shows more often in one person's life usually rests on personal decisions.Another Answer:"If man is good..." is vague and meaningless. The phrase is one of those pitfalls of language that can mean anything to anyone. Man is a human animal, born blank mentally and emotionally, with the basic insticts for its own survival only. From that point on, a human is subjected to the world and ideas of his/her time and place. A human's first and most influential learning is from those immediately around them, which includes values and morality. A human is born with a predisposition for the degree of positive or negative personality and emotional traits, just a dogsare deliberately bred for their temperament. But that predisposition is also subjected to the influences of the world in which they develop. I know that you are asking the question from a moral and spiritual perspective. A persons morality is developed exactly the same way as every other thing about them develops, including their spirituality.Just as the previous answer states, 'mankind is neither good nor evil in whole; it contains aspects of both' and is also correct that each of us makes decisions based on what they have learned and what they believe at the time they are making a decision. I guess the only real difference between these two answers is that we are born knowing right from wrong. That is not true, that is part of the learning and development process. Morality is learned from the world around us and when we've developed sufficiently to make decisions ourselves, we make them based on what we know or believe.AnswerBack to nature or nurture. Although there are some mental conditions that predispose people to reenact every bad or abusive thing that has happened to them--thus creating a continuum, most of us have cultural knowledge and/or an internal conscience that helps us filter impulses that would harm others. That said, this question seems to have some faults in that "good" could be physical or another element, while evil is an action. "Good" could be seen as a matter of perfection in God's creation, for instance. That gets beyond what I know about philosophy, except when there is this sort of contradiction, the question of why becomes unanswerable since they are basically not equal opposites.

Why do dogs eat there stool?

Dogs naturally eat their poop and other dogs poop for nutrition, so a domestic dog shouldn't need to, but the instinct may still be there or your dog may be eating too fast, making them think they are not full and need more food, if you spread out a dogs food through the day or feed it in servings so it is forced to slow its eating down it may stop eating poop, if it is a learned behavior you will have to train the dog not to do it, but that's why they do.
