Probably Manitoba.

But maybe Quebec. The western upper part of Quebec is sub arctic tundra, Manitoba has sub arctic tundra as well. Since Manitoba has Churchill, a town close to highways connecting it to the south, a high voltage connection to the North American Electrical grid and a railway, it has more people and is pretty darn cold.

Quebec also has more arctic territorial claims than Manitoba. Nunavut is administered from Quebec.
