In searching for an airline called "cheap air" I was unable to find any airline by this name. If there is such an airline I would have to say that you really get what you pay for and maybe using a reputable airline would be a better option as far as safety goes.
Never. QANTAS is a great airline with a superior air safety record.

There are many types of cabin crew documentations but the main purpose of all of them is to keep a record of how the flight went and any problems that may have happened. •Bar/Catering Documentation. This document keeps a record of all the bar/catering sales made on a certain flight and the amount of money made. The importance of keeping a record of this is for the airline to make sure that all the products are being sold at the right price, also it is important for cabin crew to have the right amount of money that they made of the products they sold as they are normally on commission. • Cabin Defects Log This document keeps a record of all the defects that the aircraft may have (e.g. oven is broken, seatbelts missing, etc). The purpose for keeping a record of this is for these to be fixed when the aircraft reaches the destination. • Cabin Safety Report These keep a record on any injuries or safety related incidents (e.g. safety equipment used on board) that may have occurred during the flight, for these to be then investigated by the airline's safety department. • Disruptive Passenger Report Form As the name says it this document keeps a record on any disruptive passenger that there could have been on the flight. These records will then go to the DFT (Department For Transport) for them to be able to investigate why it happened and what type of passenger its was and think about a way of preventing it in the future. The airline will also keep a copy of this document for its records

Security is done by the TSA (Transportation Safety Administration). Airline safety and crash investigation are done by the NTSB (National Transportation Safety Board).
