Your question cannot be answered because we don't know who Cleopatra's mother was. Some say that it was Cleopatra V, because she was the wife of Ptolemy XII, Cleo's father, but it is possible that this is not the case as pharaohs had minor wives and concubines in addition to their "great wife" . Others say Cleopatra's mother was a priest's daughter from Thebes.
I've done a little research on the web... The Cleopatra that we all know and wonder about is Cleopatra VII, her mother is believed to be Cleopatra V and her father Ptolemy XII. It is unclear how long Cleopatra V lived. The historical record she should be identified, as the numbering used to distinguish the Ptolemies is a modern invention. Cleopatra Tryphaena V vanished around the time Cleopatra Thea VII was born (69 BC): her name begins to disappear from monuments and papyri, and there is an inscription of Ptolemy XII from 68 BC that does not mention her but would be expected to do so had she still been alive. There is some indication that she may have died in 69 or 68 BC - she may have died in childbirth or got murdered. As for your question about how old was Cleopatra's mother during the time of birth, it seems to be unknown at this time as we are just beginning to find the artifacts of Cleopatra VII's life. As archaeologists are studying old Alexendria that has been submerged under water, we will soon find more about Cleopatra's VII's life as well as her familys.
