Article four (in the constitution) describes the limits and powers of the states, and their relationship with the federal government. Some things are: States must give full faith and credit to the things done in other states, and must not discriminate based on state citizenship.

The process to amend the constitution does involve the president in any direct way. Congress does not even have to let the president know if it passes a proposed amendment.
