No. A sound card can be used without internet access, and the internet can be used without sound.
Certain cards can add in either more power or more outputs/inputs to a computer. For example, a graphics card adds more power to process graphics (used in gaming or engineering), or a sound card might add an SP/DIF connector or a subwoofer connector that the computer wouldn't have otherwise.

An RJ45 connector and a PCI NIC card are 2 completely different things. An RJ45 (Technically an 8P8C) is the connector at the end of a CAT cable which plugs into a NIC card. Unless you are thinking RJ11, which has nothing to do with CAT cables. An RJ11 is the name of the cable used for single-line dialup modems and telephones, in which case, the connector is called a 6P4C connector.
Assuming you mean the "D" shell connector used for computer "VGA" connections to a monitor. It's aD shell (physical appearance),E size,15 connectors,So it's correctly called a DE15, but is often misnamed "DB15" - which it's not. To lessen confusion, many people just refer to it as the "VGA" connector. The common "DB" naming only applies (correctly) to the larger shell size commonly used for the 25-pin DB-25 connector. The small 9-pin D connector is correctly called DE-9.
