The Book of Daniel is included in the Writings, not the Prophets. The Rabbis say the reason is that the visions that Daniel were given were not meant to be proclaimed to the people and therefore he was not a prophet, i.e., one who professes or proclaims. They say his visions were meant to be written down. Incidentally, all three sections of the Tanakh are considered holy, but the Torah (first five books) and then the Prophets are considered holier than the writings. The Writings are considered as morality tales.
