The shutdown option will log you off, shut down your operating system, and turn off your computer.

The restart option will log you off, shut down your operating system, and then re-boot the operating system--similar to turning on your computer from a fully powered-off state.

This is what will happen on a typical setup, almost all of the time.

Shut Down - turns off the computer. (It is also the general term for: Log off, Shut down, Restart, Stand by and Hibernate)
Restart - restarts the computer almost like turning it off and than on again.
Stand By - Maintains your session keeping the information in memory keeping the computer running on low power - this means the computer will use very little power, but when you turn it back on the windows you had open before will still be open and it will start up fast.

Hold down the Windows key on your keyboard and tap the R key. This opens the Run box. Type in "cmd" and hit Enter. This opens the Command Line window. Type in "shutdown -r -t 00". Your computer will restart immediately. Leave off the "-t 00" if you want it to wait 30 seconds before restarting. Use "shutdown -s" to shutdown fully instead of just restart.
