It's what came out before the game was finished. Things looked different to what they are now and plus there was only Valhalla, High ground and a few others. Before the beta there was an alpha build.
Basically, Halo 3 beta is just an old version of Halo that you can't get anymore. It was Halo 3 in it's making.
A Beta is a demo of a game released to show gamers the extent of the game. Most Halo titles have had Beta demos such as Halo 3, Halo 3: ODST, Halo Wars and the new Halo Reach Beta which comes out on May 7th, 2010.

Halo Reach is essenetially Halo 4, but it is based before Halo CE (Halo 1). It is due to come out in Autumn (Fall) 2010. The beta is a multiplayer test of the game by owners of Halo 3: ODST and will begin on 3rd May 2010. There were also similar beta tests for Halo 2 and Halo 3. Halo 3 beta contained only matchmaking and 3 maps: Highground, Snowbound and Valhalla. Thus I expect the Halo Reach beta to be similar.

all you need is halo 3 odst and at main menu it should say halo reach beta at the bottom. Its has to be online tho.
