The constituency of the US House of Representatives are the US States that send representatives based upon populations of each State. Also, Washington DC is allowed one member of the House, but with restrictions on voting.
Taken in totality, the House also has a larger "duty". This branch of the Federal government is to serve the entire USA. Basically the well being of the nation as a whole takes precedence over individual State interests.
