It most likely is referring to a situation where they cannot do the total job themselves would then have to contract out the remaining calls .usually this would be done so that who ever takes the contract will get paid for say 90% of what the contract is worth but ict would make money on it but only 10% .not a bad deal when you look at it.no expenses pure profit.
