There are different reasons as to why these letters aren't used; for example, the letter I looks a lot like the number 1, and the letter O is almost indistinguishable from the number 0. The LCC consists of 21 main classes, and as a result there are some letters leftover. In the future, additional classes may be added, and the last three letters (W,X, and Y) might finally be utilized.
