Loch Modan is the second leveling area that Dwarves and Gnomes go to after leaving Dun Morogh.
Well, that all depends on where you start from. If you are starting from the Night Elf lands, head to Auberdine. There is a boat that takes you to Stormwind, here you can catch the underground train to Iron Forge. Then just head East to Loch Modan. But seriously, it all depends on where you are coming from.
The Burning Steppes is a zone for level 50-ish characters in the Eastern Kingdoms. It is accessible through Redridge and, once you have the key, from Loch Modan.
There are no alligators in World of Warcraft. There are however crocodiles/crocolisks. For the alliance, the earliest zone to have a crocolisk is Gilneas (Swamp Crocolisk). At level 18, you should be in (depending on your race) arathi highlands, northern barrens, loch modan, redridge mountains, stonetalon mountains, or darkshore.
