Because everyone in the society is judging a book by it's cover. Everyone goes against Robinson just because he is a black man. Everyone considers Boo Radley a freak just because they truly do not know him. So, the conflict is when they struggle to fit into their community.
In To Kill a Mockingbird, Boo Radley vs. society, and Tom Robinson vs. society are two prime examples. Everybody dislikes Boo because he does not conform to the town standards, and everybody thinks Tom should lose the trial because he's black.
