P0700 : EATX code present. This code just means that the engine computer has been notified that the transmission computer has detected a problem and set a code. You will need to have the transmission computer checked for codes.
Anything newer than 1996 is OBD II
P0700 = Trans Control System Malfunction. P0800 = Transfer Case Control MIL Request.

Only OBD-II cars use a scan tool that plugs into the OBD-II port. OBD-II did not come out until 1996. Furthurmore, to my knowledge, the 2nd generation rx7's didn't use any form of OBD.
not all 1995 vehicle's have OBD II, since OBD II is meant for all 1996 + vehicles. But check the emission decal under your hood, at the top tip. Though If you are lucky enough to be OBD II compliant, all OBD II senors are inside the vehicle under the dash (steering wheel).
