Pixel shader is a technology that allows for effects for graphics to be calculated down to the pixel level of detail. It allows for a greater amount of realism in modern graphics (i.e. graphics with shading are able to more closely resemble images in real life).
The pixelshader levels are built into DirectX. If you have the newest version of DirectX and still can't use PixelShader 1.1, then this means that your video card does not support it, and you will need to upgrade your video card. There is no other way around this.
you can't... Pixelshader 1.1 is an inbuilt function on the card. The only way of getting the Pixelshader, is to buy a new graphics card.
I had windows XP and it had Pixelshader 3.0, I upgraded to windows 7 and update all my drivers and the Gpuz says it has pixelshader 4

Unfortunately you can't. It's part of the graphic chip itself. You have to buy a graphics card that support it. Almost all of them support it nowadays, unless you choose one of the cheap integrated (It's on your mainboard) ones.

Your graphic card doesent have any pixelshader (shader model), you have to upgrade your graphic card or upgrade you drivers in ati.com or yours computer website. If you have 256 or 512 in ram you can upgrade it to and it will go smoother in games
If you have a dedicated type of video card, then it is not a chipset problem. It's a video card feature to have pixel sharer support. Check support website for information and detailed information about your video card and for fresh drivers. Also free software SiSoft Sandra can give you a lot of usuful information about your hardware including shader support.
No nVidia GeForce4 MX 4000 does not support pixel shaders but it is able to run some games that require pixel shaders when I owned that graphic card I played bunch of games that required like: San Andreas, UEFA Champions League 2006-2007, Resident Evil 4, and many more and all of them ran perfectly.
