Pluto has been reclassified as a dwarf planet. Otherwise it is a cartoon dog depending on your reference.
The thinking today is that the planet Pluto is no longer a planet, but is now considered a dwarf, from the year 2006.

With today's technology, it would be impossible to set up a permanent colony on Pluto, but that could change in the future.A human mission to Pluto is also currently impossible as of 2017.
what they are doing is that they're gonna send a space probe to travel to Pluto. as it launched in 2006 it will finally reach Pluto in July 14, 2015. because it takes a few years to get to Pluto. and in 2009 today my prediction of where it is right is it is somewhere traveling past Uranus right now.

Already astronauts have went to go to see Pluto. The astronauts left Earth ON the year of 2011. IT would take 2015 to see Pluto and land on its surface. It would take 4 years, but now 3 because of the year being 2012. Hope this answer helped! :)
