And don't try to say that being unlucky is not a tragic flaw. Most of the characters in Shakespeare's tragedies whose lives end tragically do not do so because of a single character flaw. In short, while the "tragic flaw" idea may be helpful in understanding Oedipus Rex, it is not much help when we are talking about Shakespeare.
