They basically only put that size in stores so that all the girls in about 7th grade who haven't grown as much as everyone else can wear the same clothes as all the models on TV. It's also there so people can take white out to their clothing tags and brag that they wear a size 0.
It is called Vanity Sizing and was promoted by designers to entice women to buy their clothing from those fashion's where it was available. A size 0 would logically be no size at alland therefore not exist.
