If you mean the book of the same name by Patrick Horne, it is about a neo-chivalric group that wants to 'correct' world society for the benefit of mankind, using a technology developed during WWII that utilises the power of 'Vril'

If you mean the poem by Byron, it is ambiguous and could refer to Venus or the Moon. Venus seems more likely (known as the Morning/Evening Star whereas the Moon has never been known as a 'star') and the descriptions and allusions probably fit better, but the answer is debatable.
