This can then determine the types of schools that a student ultimately should apply to. Financial concerns should always be a priority for students.

Military is an excellent way to pay off college. There is alternatives where you only have to dedicate one weekend a month doing the "Reserve" option. Reserve option is like a part time job and you are close to home. There is also "Active Duty" but you dedicate 4 years full time to them. College credits can also be earned while serving in the Active Duty option. The branch you choose is entirely up to you. That is one of the best way I can think of.
You can get federal financial aid by filling out the FAFSA (Free Application for Federal Student Aid) at fafsa.ed.gov Do Not PAY for this FAFSA on any site requesting such. It is FREE. Think of FAFSA as a clearinghouse of applications for financial aid for all types of colleges and when you enter your college(s) of interest, they receive your information and then you discuss with them what is available for their college because every college has different guidelines and offers different funding.
